Throughout this document, the terms “statewide enterprise”
and “enterprise” are used interchangeably to refer to all of the State of
Ohio’s agencies, boards, and commissions and their collective efforts in
developing and implementing the statewide IT plan. The term “customers”
encompasses the citizens and businesses that depend on the state government
for services and information as well as the employees of the State.
Since September 11 and Hurricane Katrina, the public sees additional reasons
for investing in technology. The threat of further terrorism has put domestic
preparedness at the forefront of Americans’ consciousness, and the public
believes that government has a critical role to play. Similarly, being prepared
to quickly and decisively act in the face of large-scale disasters, such
as hurricanes and floods, can also be enhanced through effectively targeted
technology. By improving communication and coordination among state agencies
as well as across federal, state, and local governments, the public believes
that our ability to respond to public health threats and natural disasters
can be enhanced.
This strategic plan will help Ohio transform its enterprise
IT operations to meet its customers’ expectations of quality service and
results. Ohio’s enterprise-wide IT Strategic Plan incorporates the Governor’s
priorities of jobs, education, efficiency, and quality of life into an enterprise
IT view to accomplish the requirements described in Executive Order 2004-02T
and codified in ORC 125.18 (House Bill 66). These priorities are emphasized
throughout the components of this plan and are ultimately supported by this
plan’s goals.

CORE VALUES | The elements that describe how the statewide enterprise conducts itself in carrying out its mission. |

GUIDING PRINCIPLES | The overarching concepts used to guide all strategic initiatives, itself in carrying out its mission. Providing the framework around which the statewide enterprise can develop goals, objectives, and strategies that will result in achieving its vision. |
BUSINESS DRIVERS | The factors that will influence the enterprise’s ability to achieve its strategic mission, vision, and goals. Drivers influence how the enterprise responds to its environment and ultimately will drive the entity’s activities. |
MISSION | A brief, comprehensive statement that defines the reason the statewide enterprise exists – identifying what the enterprise does and for whom it does it. |
VISION | A brief and compelling description of the ideal future. |
GOALS | Descriptive statements that clarify the mission, provide direction, but do not articulate how to get there. |
OBJECTIVES | Strategies that are key or important steps toward accomplishing goals. |
